Another 1100 desperate Victorians have joined the housing waiting list after Denis Napthine failed to build new public and social housing.
Portland recorded a 21.82 per cent increase over the last three months, with an extra 12 people now waiting for housing in Portland.
There are now over 35,000 people waiting for accommodation, including almost 10,000 on the most urgent waiting list.
